After all the civilizations in the galaxy reached the level of Intermediate Civilization, they would begin to explore the vast universe. This is the true essence of travel, learning, and progress. As the ancient Chinese saying goes, it's the real meaning of 'free and easy'—living freely and unrestrained. This is why no more galactic empires have appeared since then. Once civilizations develop to the level of Intermediate Civilizations, they all seek to leave the galaxy, causing the galaxy to gradually become quieter, losing the bustling vibrancy of the past.

If it spreads here, the Solar system will suffer.
While I was lost in thought, Buweiro spoke again, "Brother Ji Wufan, the Alliance has agreed to my request. They have consented to leave the nano-chip in your body, giving you access to a vast amount of reading material. Consider it our gift of gratitude to you. This nano-machine includes space and dimensional technology that is beyond the reach of your current human technology. Only when you reach Primary Civilization level will you be able to detect it. You'll only need to focus your mind when you need to access the information."
"Ah, thank you, Buweiro! And thanks to the Interstellar Alliance for such an incredible gift of knowledge! I will definitely read it when I have time." I said, unable to suppress the joy inside me. The reason each galactic empire eventually collapses is not due to external enemies but due to the inherent limitations of centralized rule. The more advanced a civilization becomes, the more it needs freedom and exploration. A central, all-powerful empire restricts that freedom, causing its own eventual downfall.
The most powerful civilizations, despite their immense strength, are still bound by the natural order of things. Even the greatest empires in history fell when they failed to evolve and adapt.
